what is the purpose of legislation?

i was looking into this but could not quite find anything. i kind of wanted to know the purpose of legislation overall..plz help

So, legislation, although a big word, has a very simple meaning, it is there to serve a big purpose, if the country didnt have any legislation and laws then we could all do what we want, break windows, cause damage/ trouble, fight, swear, murder, buy and sell drugs and take them, they wouldnt pay taxes which meant no buses, police, fire brigade, doctors, it would be private and no obligation or benefits, we would all run wild and there wouldnt be any consequences.

Generally I suppose legislation spells out in detail what is expected under the law of the relevant country in terms of behaviour, requirements etc. and in some cases what residents of that country are entitled to. An example of the latter would include health and social care legislation where it is made clear what a service user can expect. Part of health and safety legislation lays down the responsibilities and duties of both the employer and employees.
