The theft of pet to be criminalised?

Another tale of Tory committees spending months to gain headlines and nothing else.
They have decided to make it a criminal offence to steal someone's pet, but I always thought that it was a criminal offence to steal anything from another person and that you own your pets?
More attention grabbing and time wasting to do nothing, what do you think?

I donot see it as attention grabbing nor a waste of time. It is a response to public outrage over an increasingly problematic crime that was not being punished to a perceived appropriate level. There were two obvious solutions. Either make a new offense to cover peys or change the existing law to increase sentences based on emotional hurt and not just monetary value.
This seems a case of the public actually being listened to by politicians, and so should be seen as a positive thing shouldn't it?

Apparently when theft of a pet was included among theft of goods and chattels it was not being taken as seriously.as it should. By splitting it off as a separate offence it means that the penalty can be much heavier than that for theft of a phone or a TV for instance. If the knowledge of the harsher penalties makes a few criminals think twice before stealing someone's much loved pet then that's all to the good.

They have now changed it from a general offence under the theft act, to a specific offence of its own. I don't think it will make much difference, most of the recovered pets stolen around here have turned up miles away, in one case on a puppy farm in Hampshire. So that one was obviously stolen to order.
