Should people be punished for not reporting symptoms of coronavirus infection?

Many people think the number of infected people in China published by media is false. With how fast and easy the virus spreads the total of infected people seems very low.

Wuhan authorities has it enough and decided to run "door to door" campaign.
The city has 11 millions of residents, it is very hard to control what is going on there. The city officials now decided to threat with punishment those who delay reporting symptoms as they think that many people do not report their condition and stay at home.

According to them everyone who shows symptoms should report it and be taken to quarantine facilities. There are many vidoes shared where we can see people dragging out of their homes because their refuse to leave the home.

Do you think the authorities should have a right to punished them for not reporting the symptoms?

Well, if many more have it than has been officially recorded as verified cases it would mean the fatality rate is even lower than the already fairly low approx 2% that is based only on the percentage of deaths among verified cases; deaths mainly to be found in at risk groups. Thus door to door rooting out, forced quarantine in government facilities* and punishment for non-reporting is just more of the panic inducing overreaction that has marked this entire sorry escapade. I could understand if they were dealing with something truly dangerous like Ebola but Covid-19 is nowhere near that ballpark.
A mandatory reporting and government site quarantine is further questionable when a person with a bad cold or influenza isn't particularly distinguishable symptom wise. Do they want people with colds inundating the health services so as to comply with heavy handed law?
* - In a state that runs "re-education" camps by the way.
