Dog next door

Our neighbours recently got a 18 month old dog after their last one died of old age. I get on well with them, but they are keeping this one mostly caged as he is too rough and Jean has been very ill with sepsis and is now having physiotherapy. I noticed today he was limping and only using 3 paws.
I'm not sure what to do. I know Stuart wants to keep the dog, but Jean doesn't like him as he is too boisterous.
I just feel sorry for the poor dog as he was really struggling to walk properly earlier today.
