I believe that by issuing and administering heroin etc in a clinical environment would reduce the amount of crime. By not having to find the money for their addiction muggings, burglaries, shoplifting etc would be reduced. If addicts used clinics the drug dealers would no longer be required as much, so, I feel there would be less dealers on the streets (and also less addicts administering their fix around people who could become 'tempted') therefore, less people getting hooked in the first place. Prisons would then have more room to throw the book properly at anyone found with the drugs in public.
