Should the UK make an Army Penal Regiment for thugs that carry guns and knives.?

I think they should. They should be put into this regiment giving the training that is needed then sent to Iraq or Afghanistan, Let them fight over there not here on our streets. Make them understand that fighting with knives and guns will lead them to be sentenced to this. Or do you think this will violate their "human Rights"?
