i think that is a very good idea, you never know when you need these skills. also when doing you driving license you should have to do one course or at least a refresher...

I think basic 1st aid should be part of the school carriculum and adults should be able to do a course at an hospital. Right now its costs quite a lot to have a cours from one of the Ambulance Services and the local councils seldom have evening courses. I would ove to learn 1st aid as the one time I saw a man have a heart attack in a busy street, I felt totally useless and had to ask if anyone knew 1st aid. A foreign lady came forward and helped him.
