I have thought for a long time that bikes should be registered and insured just as cars are. I have had several incidents where through no fault of my own a cyclest has damaged my car and I have had no come back and I have lost part of my "no claims bonus". By paying tax and having a reg plate bikes would be easier to trace when they are stolen and with the insurance the owner could claim the cost of the bike if it is not recovered. Cyclists do tend to be a law unto themselves. Mounting pavements to a void traffic queues and lights and riding up the inside of queueing cars.
