i have tried paper training , catching him at it and putting him outside even treats when he does go outside but to no availW

Take him outside after he eats, wakes up, plays or gets excited and every 20 mins between times. It's tough but it does work. Also assign a word to the action like wee wee etc and use it every time so that in the garden you can give the command and hopefully the dog will respond. Always praise if the action is outside and ignore completely if done in the house.

which one should i get

No dogs. look there seems to be so many people obsessed with dogs. You can't get past them without them trying to get you to admire their pet. I think all dog owners are egocentric and like lots of attention. I like cats they are independant.
